About RSEF
What RSEF is, and how it works.
The Rwanda Service Excellence Forum (RSEF) is a national platform for the people responsible for how services are delivered in Rwanda: government institutions and regulators, businesses and service leaders, professional bodies and associations, service delivery and customer experience practitioners, and the researchers and development partners who work alongside them.
It is built around working sessions rather than speeches. A session takes one concrete problem, brings in the people who have already dealt with it, and works through what was tried and what actually changed. Presentations are used only where they set up that work, never as the substance of a day.
Each session is meant to produce something usable: a practice worth copying, a barrier worth removing, or a commitment worth holding people to. The measure of a session is not how it felt in the room, but whether anyone can act on it the following week.
Services now carry the economy.
Rwanda’s growth has shifted decisively towards services. That makes the quality of a service an economic question, not only a question of courtesy.

A sector that large sets the ceiling on national productivity. When a licence takes three visits instead of one, when a customer cannot get an answer, when a patient or a passenger or a taxpayer is left waiting, the cost is not only frustration: it is time and money withdrawn from the part of the economy that is growing fastest. The Ministry of Finance and Economic Planning describes services as “the anchor of the economy”.
Rwanda has built the institutions, the connectivity and the workforce. What is uneven is delivery, and it is decided in thousands of separate organisations, each setting its own standards and each solving the same problems alone. That is the gap this forum exists to close.

Coming as a participant.
- Who can attend
- Anyone with a direct stake in how services are delivered in Rwanda. You do not need an invitation and you do not need to be nominated by your organisation.
- What it costs
- Nothing. There is no charge to register or to attend. Places are limited by the size of the room rather than by price, so registering early is what secures one.
- How you register
- On the registration page, in about two minutes. We email a code to confirm the address is yours, and your place is held once you enter it. A reference comes back by email to bring on the day.
- What you can register as
- You choose when you register: General Attendee, Executive, Media. Speaking, partner and sponsor places are arranged with the organisers rather than chosen on the form.
- Access and dietary needs
- There is a field for each on the registration form and what you write goes to the organising team. If you think of it later, write to forum@trusted.rw with your reference.
- Bringing a team
- Each person registers for themselves, because the confirmation code and the reference belong to the address on the form. Send colleagues the link, and tell forum@trusted.rw if you are bringing a large group so the room can be planned.
Partnering with the forum.
Attendance is free, and partnership is what pays for it: the room, the programme, and the record of what was agreed. Partnering also associates your organisation with the standard the room sets, in front of the institutions that set it.

What is not on offer
- The attendee list. Never sold, shared with partners or passed to sponsors.
- A speaking slot. Editorial, and partners propose sessions on the same terms as anyone else.
- Editorial control of the agenda. No ministry, regulator or company owns what is on it, at any level.

Speak, or propose a session
Sessions are built around a concrete problem and the people who have already dealt with it. Write to the organisers with the problem you would put in the room, what your organisation actually did about it and who would speak. Proposals are editorial decisions, so nothing is confirmed automatically.

Ministries, regulators, agencies and companies can co-convene a session, contribute the problem it works on, or host part of the programme. This is a working relationship rather than a logo on a banner, and it starts as a conversation with the organisers.

Professional bodies, industry associations and practitioner networks can affiliate: bring your members, put a question from your sector on the agenda, and carry what comes out of the forum back to them. There is no fee for this.

Media attendance is one of the options on the registration form, and media partnerships are one of the partnership categories. Either way, register first so the organisers know to expect you.
RegisterConvened by one organisation, owned by none.
The forum is convened by Trusted Rw, which runs the programme and is accountable for it. What goes on the agenda is decided by the organisers from what institutions and practitioners bring, and it is deliberately multi-sector: no ministry, regulator or company owns it, because service delivery does not sit inside any one of them. Speakers are chosen for having done the thing being discussed.
